random ipn failures: getaddrinfo

I'm getting random failures of my ipn code, with the error log showing:
php_network_getaddresses: getaddrinfo failed: Name or service not known

The line of code generating this error is:
$fp = fsockopen ('ssl://www.paypal.com', 443, $errno, $errstr, 30);

I know this will have to be updated before the October change, but anyone have any ideas why this random failure? It works most of the time.

This is something that has been going on for years and is an issue that doesn't seem to want to go away or warrant much effort to get fixed. On average, I'd say it happens once in every few thousand transactions. When it does, PayPal will re-try the IPN url, in one minute and it generally works the second time they hit it. Something we just live with.
