Possible Fraud?

we have recieved a few orders from Japanm recently. Even though it clearly states on our site all international orders are to proceed with Money Orders only. We got burned big time in the past with Asian countries(malaysia, singapore, japan) Thats why we switched from a regular credit card processing through our bank to PayPal.

Anyway. How are these transactions going through? We have the preferences set to "ASK ME" when someone sends a payment from an unconfirmed address. Of course the shipping prices on our shopping cart are not set up for international. So we contact the customer and they want to most expensive way to ship it. Fed Ex Priority.
Is there a way to find out if these transcations are fraudulant?
Please help we dont want to get burned again.

We unfortunately aren't able to provide Seller Protection on non-US transactions. If you are unconfortable fulfilling, you can refund for full fee credits.
