Charging VAT for EU customers

Since July 1, 2003 even non-EU sellers of digital products have to charge VAT for their EU customers. How are you folks handling this since PayPal doesn't seem to have any provision for this?

Ron,

I don't like the EU forcing us non-EU sellers to collect VAT on its behalf and enforcement is a tricky issue. However, I am quite sure that what I mentioned above is correct. here are a couple of articles:
