Paypal wont access URL

hey ive been trying to work out how to intergrate IPN into my site but i havent been able to get my scripts working in the paypal sandbox test environment, i was wondering if paypal accesses my site at all so i created a servlet that saves sent info to a file, if i access the link it saves "test:" to a file so i know it works but when i do a test purchace paypal proccesses the payment then returns me to my site, after which i look in the file and there is no data, not even a "test" so i know its not being accessed, have i missed activating a setting or do i need more info in my payment form? any help would be greatly apreciated. here is my code for the form:

Have u activated IPN in your Pay Pal sandbox account?

thanks and yes i tried that. although according some paypal documentation i read... you can do it with just a notify_url value... hmm, i think i may have mis-understood how the system works entirely...

here was my understanding of how it works...
a user makes a payment and once that payment is processed the paypal sends the information to my server telling me the details of the payment

i am now starting to think that I have to send some sort of trigger from my server inorder to get that info sent from paypal? is that right?
so example: once a customer makes a payment and is returned to the site the server sends something to paypal requesting the IPN which the info is then sent to your 'notify' URL, verified and then your server updated the database information. if this is the case how to you get paypal to start the process where it sends you the information?

since that table seems to have not apeared propperly i'll post it again...
