We are using paypal for our online bookstore however we get quite a lot fraud from third world countries so I want to disable those third world buyers from buying our books on our site, is there a setting in paypal to do this?

At least in PayPal Pro, there are Fraud Filters which can be set by the seller that can restrict countries and a bunch of other criteria.
