One global shipping fee Options

Hi,

I hope that somebody can help me with the issue.

I am trying to charge the customer one $3 fee regardless of the number of items in the cart.
Now, i know that i can set this up in the profile, however, i have the 'download' option on the page, in which case shipping would be $0.

In the paypal shipping list, there is no download option, so i created it client side. either $0 or $3, but if more than one type of item is added to the cart, additional $3 are charged.
shipping2 applies only to the items of the same kind.

Can anybody suggest an alternative or tell me the way to handle this?

So, shipping - $3 regardless of number or type of items, or download - $0.

I found out that i can use handling_cart for one time flat fee, however when the first item is placed into the cart, the handling fee doubles.

I've triplechecked parameters, and I'm sending the right data.

I'd appreciate any help!
